Thierry Dallard is a graduate of the École Normale Supérieure (1987), holds a doctorate in fluid mechanics from the Université de Paris VI – Pierre et Marie Curie (1991) and is also a graduate of the Ecole nationale des Ponts et Chaussées (1993).
He began his career (1992-1993) as a consultant on high-speed rail projects in Italy before joining the French Ministry of Transport in 1994 as head of the infrastructure and transport department of the public works engineering centre (CETE) in Aix en Provence. In 1999, he became head of the travel and transport infrastructure department at the Bouches-du-Rhône departmental public works division. In 2003, he was appointed director of development at Autoroutes du Sud de la France (ASF), then in 2004 was tasked with carrying out the decentralisation and reform of the French public works departments (DDE), then setting up the new project management departments within the department
of roads and highways.
In 2007, he joined Meridiam, a French investment fund specialised in the development and private financing of public infrastructures, in charge of the French market. Since June 2018, he has been Chairman of the Executive Board at Société du Grand Paris.
